The Green Book report offers guidance issued by the UK HM Treasury on how to appraise policies, programmes and projects. The report features guidance on conducting a PESTLE (Political, Economic, Sociological, Technological, Legal, Environmental) analysis (page 13). A PESTLE analysis helps visualize the context within which policy objectives are delivered and the change processes and outcomes that may result from a proposed intervention. This type of analysis may provide a helpful review of systems prior to establishing a LHS.
